This is happening because one of our backend services has begun sending a new result code which the API code didn't expect.
With this code change, your search now returns this result:

A fix for this problem has now been deployed and tested.
It turns out that this problem resurfaced because a git branch
was mistakenly released which did not contain the earlier fix.

This problem is the result of a bug which was released a couple of
weeks ago. This bug has since been fixed.
I was able to successfully register for a new API key today.
Please let us know if you are still experiencing this problem.
